Wed, Feb 18, 2015, 08:21 pm SL Time, ColomboPage News Desk, Sri Lanka. Feb 18, Colombo: Sri Lankan Prime Minister Ranil Wickremasinghe has set up a special committee and a cabinet subcommittee to look into the activities of the Chinese funded US$ 1.5 billion Colombo Port City Project.
The Prime Minister told parliament that a cabinet subcommittee, headed by him has also been appointed and it will take a final decision on the project after considering the ultimate report of the special committee.
The special committee, headed by the business management expert Ajith de Costa, will look into the complaints lodged by the public regarding the controversial project.

Sri Lankan organization threatens legal action against Colombo Port City project

Maduluwawe Sobhitha Thero says the Chinese funded Colombo Port City project violates the Constitution and detrimental to the sovereignty of the country.
The organization has threatened to initiate legal action against the Colombo Port City project if the government does not take immediate steps to remove all conditions in the MoU signed between Sri Lanka and China about the construction of the controversial port city.
Prime Minister Ranil Wickremasinghe has set up a special committee and a cabinet subcommittee to look into the activities of the Chinese funded US$ 1.5 billion project.
Media Spokesperson of the organization, Attorney Ravi Jayawardana explained that the filling of an area that comes under the territorial waters of Sri Lanka and maintaining it as a separate country is a violation of the Constitution.

Environmentalists' group in Sri Lanka to petition against Colombo Port City project

Environmentalists are to hand over the petition to the Commission at 3 p.m. this evening.
Concerns have continuously been raised by environmentalists against the Colombo Port City project claiming the harm to the environment by the project.

Colombo Port City project comes under heavy flak

The Colombo Port City project is coming under heavy flak as political higher ups and environmentalists were crying foul of the project .
The fate of the controversial US $ 1.5 billion deal to construct the Colombo port city, is running more into a political and diplomatic issue as Prime Minister Ranil Wickremesinghe appointing an expert committee to investigate into the details of the controversial project before taking any final decision on it claiming that the deal for the super luxury real estate project has been finalized without Cabinet approval, and without following proper procedure.

Sri Lanka's Chinese funded Port City Project temporarily suspended

Mar 04, Colombo: Sri Lanka's US$ 1.5 billion Port City Project launched by the previous government in partnership with China has been temporarily suspended pending the investigative report ordered by the Prime Minister, Investment Promotion Minister Kabir Hashim said today.
Minister Hashim told media at a press briefing that the project approval by the previous government was in violation of the country's law.
The new government in Sri Lanka is reviewing the award of the project to China Communications Construction Co Ltd over the allegations that the previous administration breached local laws and sidestepped environmental requirements for the deal.

COLOMBO (EconomyNext) – A Chinese firm which was ordered to halt a 1.4 billion US dollar sea reclamation project said it will comply, but will take "all necessary steps" to provide the approvals asked, but warned that it had a signed agreement from the previous regime. The agreement had been signed in September 2014, China Communications Construction Company Limited (CCCC), the parent of the Colombo incorporated CHECK Port City Colombo (Pvt) Ltd aid in a statement.

COLOMBO PORT CITY COMMENTS
China Communications Construction Company Limited (CCCC), the ultimate investor in the Colombo Port City Project, clarifies the following facts
07 March, 2015, Colombo: CHEC Port City Colombo Private Limited, a company incorporated in Sri Lanka which is fully owned by CCCC has received official communication from the Secretary to the Minister of Ports, Shipping & Aviation, communicating a decision taken by the Cabinet Ministers of Sri Lanka, directing the suspension of the ongoing work for the Port City Project, with immediate effect.
The official communication further directs CHEC Port City Colombo (Pvt.) Ltd to submit valid permits and approvals issued by the relevant government authorities. The company will be taking all necessary steps to provide these requested documents as instructed by the Ministry of Ports, Shipping & Aviation to abide by the notification received, without prejudice to the legal rights of the company under the Agreement entered into with the Government of Sri Lanka on 16th September 2014, to develop the Port City Project.

Chinese company losing US$380,000 per day from suspension of Sri Lanka port project - report

Mar 12, Colombo: Sri Lanka's decision to suspend the ongoing work of the US$1.5 billion Colombo Port city project has caused massive losses to the Chinese contractor, China Construction Communication Company (CCCC), according to a company statement.
The Sri Lankan government's decision on March 6 to suspend the work on the project sanctioned by the previous government of Mahinda Rajapaksa, costs the Chinese firm an estimated US$ $380,000 per day, the CCCC has said.
In addition, the suspension has threatened the livelihoods of thousands of people, almost all Sri Lankans, the company has employed, according to the CCCC.

Sri Lanka urged to protect Chinese investor interests as questions on air space over port city arise

Mar 17, Colombo: As new concerns arise over the Chinese financed mega development project to build a city on reclaimed land in Colombo, the Chinese government Tuesday urged Sri Lanka to protect the interests of Chinese investors and promote bilateral economic ties.
"We hope the Sri Lankan government will resolve the issue and protect the legitimate interests of Chinese investors according to law for the healthy development of economic and trade ties," Chinese Ministry of Commerce spokesperson Shen Danyang has said at a press briefing Monday.
The Sri Lankan government on March 6 suspended the controversial US$1.5 billion Colombo Port city project saying that it is reviewing the award of the project to the China Construction Communication Company over the allegations that the previous administration breached local laws and sidestepped environmental requirements for the deal.

Sri Lankan court orders Attorney General to appear in court over Colombo Port City Project

Mar 18, Colombo: A court in Sri Lanka today issued notice on the Attorney General to appear on the next date on a case over the Colombo Port City project.
The Court of Appeal has noticed the Attorney General to submit a report on April 29 on the temporarily suspended Port City Project.
The Court has issued this directive when a writ petition filed by the Center for Environmental Justice against the project was taken up.

Sri Lankan government clears Chinese-funded Colombo Port City Project of corruption

The government that there was no corruption involved and the only concern was if the proper procedures had been followed, China's official news agency Xinhua reported.
Speaking to media, Sri Lanka's Deputy Minister of Highways Eran Wickramaratne said that the investigation launched by the government was not against the Chinese funded project but was to probe whether the former government had followed the proper procedures before approving the project.
The government last month temporarily suspended the Project launched by the previous government in partnership with China in September last year.

Oct 08, Colombo: The Sri Lankan government, considering to restart the controversial China-funded Colombo Port City Project, has received approval from the Cabinet of Ministers to appoint a new committee to review the agreement with Chinese agencies on the project.
The Cabinet last month granted approval to extend the agreement between Colombo Port City Development Project Company and the Government of Sri Lanka for another six months.

Jan 12 Sri Lanka is to go ahead with a $1.4 billion Chinese-backed real estate project after some changes to its terms, a minister said on Tuesday, signalling readiness to accept more Chinese investment in the face of a balance-of-payment crisis.
President Maithripala Sirisena's new government suspended the project, which includes apartments, shopping malls, a water sports area, a golf course, hotels and marinas next to Colombo's main port, in March last year citing various irregularities including a lack of proper permits and approvals.
"The port city will be started. We will down-size the proposed land. We have to sign the deal again for the better future of the country," Sujeewa Senasinghe, junior international trade minister, told reporters.

The Government has more or less given the green light for the Colombo Port City Project, but with the original agreement amended with a reduction on the land extent to be reclaimed from the sea and without any part of this area granted on a freehold basis, a minister said yesterday. The original agreement, signed by the previous regime, sought to reclaim 233 hectares from the sea adjoining the Colombo Port. The Chinese company, investing in the US$1.4 billion project, was to retain 108 hectares including 20 hectares on a freehold basis with the rest on a 99-year lease while the rest was to be vested with Sri Lanka. However, the new Sri Lankan Government is working out amendments to the original agreement.

Sri Lankan government gets go-ahead to resume China funded Port City Project

The current Sri Lankan government on 6th of March 2015 temporarily suspended the US$ 1.4 billion Colombo Port City project, launched by the previous government in partnership with China in September 2014, due to the environmental issues and called for a comprehensive environmental impact assessment.
Following the environmental impact assessment (EIA), the Cabinet Committee on Economic Management has recommended allowing resumption of the project.

Chinese Investors Get Go-ahead for Resuming Sri Lanka Project


The Sri Lankan government on Monday officially informed the Chinese investors of resuming the construction of the multibillion dollar Port City project in the capital, one year after its suspension.
The Ministry of Ports and Shipping, in an official letter to the CHEC Port City Colombo (Pvt) Ltd, said that the company could resume the construction of the project immediately.
"At its meeting held on March 9, 2016, the Cabinet of Ministers has granted approval for the project to resume immediately," the letter said.
"Accordingly the suspension effected by my letter dated March 6, 2015, is hereby withdrawn with effect from today (Monday)," the ministry said in the letter.
The 1.4 billion dollar project which will be the first of its kind in South Asia began construction adjacent to the Galle Face Green and near the Colombo Harbour in September 2014 under the previous government. However, it was suspended by the new government of President Maithripala Sirisena in March last year, six months after it began construction. The new government said that the project needed to be reviewed.
The Port City is expected to boost the local economy by generating millions of dollars upon its completion and generate over 80,000 jobs.

Port City project to commence in May

Work on the Colombo Port City Project will begin in May this year, State Minister of National Policies and Economic Affairs Niroshan Perera said.
The Minister said that all agreements had been finalized. “Prime Minister Ranil Wickremesinghe who handles the subject of National Polices and Economic Affairs had finalized all agreements during his recent State visit to China and therefore it would be possible to begin the project in May this year. All efforts are being made to commence work on the project next month,” he said.
He further said that the earlier arrangement to give a portion of reclaimed land from the sea is being changed according to the new agreement and it would now be given on a 99-year lease.
