Foreigners need prior permission to visit North-Govt

Sri Lanka restricts foreigners from visiting former war zone

Wed, Oct 15, 2014, 08:09 pm SL Time, ColomboPage News Desk, Sri Lanka. Oct 15, Colombo: Sri Lanka today announced that foreigners and foreign organizations who wish to visit the North need to obtain prior clearance from the Ministry of Defense and Urban Development.
Army Media Spokesperson Brigadier Ruwan Wanigasooriya at the media briefing said the foreign passport holders intend to visit the war-battered region should inform the Ministry of Defense and Urban Development about the nature of their visit and the area they intend to visit and obtain Ministry's prior permission to do so.
The Spokesperson stressed that the Ministry of Defense and Urban Development has taken the decision to restrict foreigners' visits to North following information received by the government intelligence services that certain foreign nationals are engaged in spreading various opinions among different communities in North to incite public disturbance and conflicts among the civilians, thereby threatening the national security.
The measure is aimed at preventing the foreigners from visiting the North under the pretext of engaging in development projects to rouse communal disharmony among the people, the spokesperson said.
During President Mahinda Rajapaksa's three-day visit to the Northern Province earlier this week the military barred foreigners from entering the North as a temporary security measure. Foreign visitors to the North were turned away from the military checkpoint at Omanthai.
Sri Lanka's military authorities say there is a renewed attempt by the Tamil diaspora supporting the defeated Tamil Tiger terrorist organization Liberation Tigers of Tamil Eelam (LTTE) to revive the group in the North to launch another phase of its struggle for a separate state.

Jetzt, wo auch der Norden zunehmend vom Tourismus profitiert, wird wieder dicht gemacht. Es ist doch echt zum Verzweifeln.

“The recent undercover operation by an Australian doctor on the appalling Human Rights situation has sent shock waves to the members of the ruling family and this is how they react. The government is also worried that the UNHRC investigators might sneak into the undercover. It is the military that runs the daily affairs of the north and the toothless Provincial Administration is a mere onlooker,” he said on condition of anonymity.

Ein Freund hat mir das Video übersetzt und sagt, die Anmeldepflicht gilt nur für NGOs und andere Organisationen. Touristen können sich nach wie vor frei bewegen und ohne Genehmigung auch den Norden bereisen.Die Presse hätte die Aussage des Videos falsch interpretiert wieder gegeben.

Auch wenn sich doch nichts geändert haben sollte, das Anhalten am Checkpoint - wo auch immer - ist auch eine Art von Genehmigung.
 
Hallo all

Hab so das Gefühl als wenn das alles Teil eines großen Plan ist.
Bruderkuss und Schulterkopfen, zum Wiederaufbau motivieren, Kredit mit der großen Kelle verteilen
und dann den Sack zu machen, sich davon erholen wird schwer werden.

Aber es kann auch ganz anders sein und Mister P. hat nur was unschönes aus der Region gehört,
und das ist nur für ein paar Wochen/Monate.

Daher als Brief!
Man muß also eine Adresse angeben können!

Doch nicht so einfach mit der Genehmigung.

The objective of the government’s move not to allow foreigners to visit the North without permission from the defence authorities may be to carry out a mass election malpractice like in 2005, the main opposition UNP alleged yesterday.
UNP Leadership Council member Lakshman Kiriella made this allegation with regard to a recent statement made by Defence Spokesman Ruwan Wanigasooriya that foreigners visiting the North were required to obtain permission from the Ministry of Defence.

"Foreigners visiting the North were required to obtain permission from the Ministry of Defence."

“According to Briadier Wanigasorriya any foreign national wishing to travel to the North should obtain permission from the Defence Ministry. It is obvious that the regulation is to prevent acceptable international monitors and others travelling to the North during elections and to allow biased monitors who support the government entry to the North. It is clear that the government was ready for a massive election malpractice like in 2005,” Mr. Kiriella said while stressing that all right thinking people should oppose this move.

Brigadier Wanigasooriya, speaking to reporters in Colombo recently said foreigners visiting the North were required to obtain permission from the Ministry of Defence.
He said defense authorities had received credible information that some elements were trying to destabilize the North and create disharmony among ethnic communities of the country. The Defence forces added by registering with the Ministry of Defence, the authorities would be able to assist them in their movements in the province.

"Auf der Seite der Botschaft von Sri Lanka liest sich das so:

ZUR BEANTRAGUNG EINER GENEHMIGUNG FÜR REISEN IN DEN NORDEN SRI LANKAS BEIM VERTEIDIGUNGSMINISTERIUM ZU BEACHTENDES VERFAHREN

Alle Inhaber ausländischer Reisepässe – unabhängig davon, ob sie srilankischer Abstammung sind – bedürfen für Reisen in den Norden eine vorherige Genehmigung des Verteidigungsministeriums.

Die Genehmigung ist direkt beim Verteidigungsministerium zu beantragen und sollte folgende Angaben enthalten:

a) Namen und Reisepassangaben (Kopie der Reisepässe)

b) Reisezweck

c) Genaue Angaben über die Gegenden, die Sie besuchen möchten (manche Gebiete in Kilinochchi und Mullaitivu sind noch nicht zugänglich, da dort noch Minen geräumt werden)

d) Reisedaten

e)Transportmittel (Flugtickets nach Jaffna können nur mit einer Genehmigung gekauft werden)

Antragsteller müssen den Antrag auf Genehmigung direkt an “Secretary/Defence”, Faxnummer 0094 11-2328109 richten. Um eine Genehmigung zu erhalten, muss das Fax eine srilankische Faxantwortnummer enthalten. "

Wenn es also immer noch so zutreffen sollte, dann am besten vor Ort, von der jeweiligen Unterkunft rechtzeitig aus beantragen, da das Fax eine sri lankische Faxantwortnummer enthalten muss.
 
So einfach, wie sich das liest, war es bei mir 2010 leider nicht.



Trip nach Colombo 04/2010 - Versuch eine Genehmigung zu erhalten

Teilnehmer: mein Fahrer aus SL, ein Bekannter meines Fahrers aus SL und logischerweise ich selbst

1. zuerst Secretary/Defence, einige Telefonate

2. von dort einige Srraßen weiter - Büro Passkopien

3. von dort einige Straßen weiter - Büro Begründungschreiben aufsetzen

4. wieder Secretary/Defence, wieder einige Telefonate

5. von dort zum Ministerium (Minister?) Western Province, Unterschriften

6. wieder Secretary/Defence, wieder einige Telefonate, Störung der Mittagspause :-)

7. von dort zur Armee gegenüber Galle Face Green, Unterlagen (mittlerweile einige Seiten) abgeben

Zeitdauer ca. 4 Stunden

Am anderen Tag erhielt mein Fahrer die Ablehnung meiner Reise nach Jaffna

Wenigstens durfte ich nach Mannar reisen.

Prior approval for foreign nationals visiting the North

Press Release

Whilst welcoming and appreciating positive assistance rendered by Friendly Countries, International Organizations as well as Non Governmental Organizations in peace building and development, it is the duty of the Ministry of Defence and Urban Development to take appropriate measures to prevent negative interventions, particularly in the Northern Province.

Conscious of its duty towards maintaining national security and creating necessary conditions for national processes, the Ministry of Defence and Urban Development requests foreign nationals to obtain prior approval when they intend travelling to the north. It is also informed that the objectives and purposes of the projects or other reasons for which they intend to travel are also be clearly indicated.

Foreign nationals intending to travel to Northern Province can obtain approval by sending written requests to the following address/fax:

Da bliebe noch zu klären, wie man die Genehmigung erhält. Fax, Telefon, Brief ?
 
Top FAO official, hundreds of others turned away at Omanthai

A top United Nations official was turned away at the Omanthai checkpoint this week as the Defence Ministry started strictly enforcing a requirement that prior approval is needed for foreign passport holders to travel to the north. The UN’s Food and Agriculture Organisation (FAO) Country Representative, Beth Crawford, was on her way to Kilinochchi on Wednesday when she was turned back.
Northern Province Agriculture Minister P. Iyngaranesan said he was also invited for the event for which the FAO Country Representative was invited to mark World Food Day, but he was told that Ms. Crawford had not been given permission to proceed beyond Omanthai.
Meanwhile foreign countries upgraded their travel advisories, warning their citizens about the new requirement of obtaining Defence Ministry approval to travel to the north. This came as hundreds of tourists and Sri Lankan expatriates were prevented from travelling to the north during the past week.
The British Government on Friday reviewed its travel advisory on Sri Lanka, informing its citizens of the new requirement if they wished to travel to the north of Sri Lanka. The Sunday Times last week exclusively reported that Defence Ministry approval was required for foreign passport holders to travel beyond Omanthai. The restriction coincided with President Mahinda Rajapaksa’s visit to the north.
On Sunday, two Japanese tourists who were traveling north in a car were told they could not proceed. On Friday a Sri Lankan attached to an international non-governmental organisation was told that his wife, a foreigner, holding a resident visa would not be able to proceed to the north. Some of those turned away said they were unaware of the new Defence Ministry requirement.
Hundreds of hotel bookings, mainly by Sri Lankan expatriates visiting their families, were cancelled.
The army has been deployed to check all vehicles and also trains travelling to the north while private airline operators have also been informed about the requirement.

TNA To Take Blockade To Court

The Tamil National Alliance (TNA) is to go to the Supreme Court to lift the restrictions on foreigners travelling to the Tamil-majority Northern Province.Mavai Senathirajah, president of the Illangai Thamil Arasu Katchi (ITAK), the main constituent of the Tamil National Alliance (TNA) which rules the Northern Province, said that his party is consulting legal experts on taking the matter to the Supreme Court.
“It is a violation of a Fundamental Right, because thousands of Lankan Tamils living abroad as citizens of other countries will be put to great inconvenience if they want to go to their ancestral places in the Northern Province. Thousands come home to the North to visit their relations, participate in weddings and funerals and to attend to their properties. Many come to help war affected people. These Lankans, will now have to get two visas: one to enter the country, and another to go to their ancestral homes in the North. This is totally unacceptable,” Senathirajah said.
As per the new rules announced by the Military Spokesman on October 15, foreign passport holders including Colombo-based foreign correspondents and members of the Lankan Tamil Diaspora will have to get the written permission from the Secretary, Ministry of Defense, to travel to the North. The spokesman for the Ministry of Defence, Brigadier Ruwan Wanigasooriya said that the step had been taken to foil “negative interventions” with implications for national security and social harmony. No details were revealed giving rise to speculation about the exact reasons.
Meanwhile the Tamil United Liberation Front (TULF) leader V. Anandasangaree described the ban as a thoughtless action and warned that it would only give a boost to extremists among the Tamils and encourage the pro-LTTE section among the Tamils in Sri Lanka and overseas. “I will write to the President about this,” he said.
